Renew a vehicle licence

Booking your compliance test

In order to renew your vehicle licence, you will need to book a compliance test via our online system. Tests will be conducted on all vehicles at the council-approved testing station at Hardshaw Brook Depot, Parr Street, St Helens, WA9 1JR.

Rescheduling or cancelling a compliance test

To cancel a booking, you will need to email us a minimum of 7 days before the test is due to take place. Failure to do so will result in the loss of your fees.

To reschedule a booking to another date (not cancel), you will need to email us a minimum of 24 hours before the test is due to take place. Failure to do so will result in the loss of your fees.

What if your vehicle fails its compliance test?

If your vehicle fails a compliance test, a retest will be required within 10 working days of the initial test, otherwise another full test will then be required. In cases where a vehicle is submitted for testing with serious defects, the licence (if applicable) may be suspended with immediate effect until such a time as the defects are corrected. This will incur a full compliance test.

Unable to log in to your account to book a compliance test?

If you are unable to access your account or require a password reset, you will need to contact St Helens Borough Council's Contact Centre. You will need to explain that you have an account for the council's online services and describe the issue you're having with accessing your account.

Please note: before you can begin the application process you will be asked for a licence reference number. This number will be 13-15 digits in length and a mixture of numbers and letters. Your licence reference number can be found in the bottom right-hand side of your vehicle licence paperwork. Your reference number will be different for each licence you hold (for example, you cannot use your vehicle reference number to renew your HC/PH driver's licence) and it will change every time a licence is renewed so it is important that you retain your current information and licences for future use.

If you are a hackney carriage vehicle or private hire vehicle proprietor that has more than one person named on your licence, the online renewal form will only display the details of one of the vehicle's proprietors. For each proprietor whose details the online renewal form does not display, they will need to complete the 'applicants page' from the paper renewal hackney carriage or private hire vehicle form and upload this at the end of the online renewal application form.

Please ensure that you check your application and supporting documents before you submit it, as any incorrect submissions will result in the application being rejected and a new application will then have to be submitted.

The following documents will need to be uploaded at the end of the application process as PDFs for your licence to be issued:

  • Vehicle compliance test certificate.
  • A valid certificate of motor insurance.
  • Proof of road tax.

Once your application has been checked, you will be contacted to pay the licence fee for the vehicle.

The rear plate and front disc that are currently being displayed on your vehicle will need to be returned on receipt of your new plates.

Please note: any vehicles that are not renewed before the expiry of the former licence will be treated as a new application.
