Should neighbourhood plans allocate land for development?

Allocating land in a neighbourhood plan is optional. There are benefits to allocating land in a neighbourhood plan, however. Neighbourhood plans can help meet local housing needs by supporting the provision of affordable housing for example. Neighbourhood plans that allocate land also benefit from protections set out in paragraph 14 of the National Planning Policy Framework if 2 years old or less, and the local authority has a three year housing land supply and has delivered at least 45% of the housing required over the last three years.

Can you allocate on Greenfield?

Yes, Neighbourhood Plans can allocate areas for new development on Greenfield land.
