Who organises the neighbourhood plan referendum?

The neighbourhood plan referendum is organised by the Council.

How would a public consultation be funded? What funding is available for neighbourhood planning groups?

Funding is available from Locality to produce a neighbourhood plan. The funding can be used to cover the costs of public consultation. Availability of funding will likely be a key consideration in determining the approach to consultation and the engagement methods used. Conducting consultation exercises digitally can be a way to save on the costs. 

What support and training is available?

St Helens Borough Council can provide advice and assistance to neighbourhood plan groups, and will progress a plan through examination and referendum once submitted. 

The Council can provide technical support for the production of a neighbourhood plan. This could include mapping support and help with interpreting legislation and national policy, amongst other potential areas.

Communication and engagement with the Council's Development Plans Team is encouraged to support the production and progression of neighbourhood plans.
