Public Space Protection Order (PSPO)
St Helens Borough Council is consulting on the introduction of a Public Space Protection Order (PSPO) in St Helens Town Centre and would like to hear your views on this proposal.
On 22 January 2025, Cabinet received a report with evidence and the findings of a recent engagement on the issue of alcohol related anti social behaviour in St Helens Town Centre.

Cabinet is considering the introduction of a number of measures - included in the draft Order - and would like to hear your views on the introduction of a PSPO.
What is a PSPO?
A Public Space Protection Order (PSPO) is a tool available to the council under the Anti-Social Behaviour, Crime and Policing Act 2014, with the aim helping residents, customers and visitors to enjoy our public spaces, safe from anti-social behaviour.
The purpose of a PSPO is to use this measure to respond to a particular nuisance or problem in a specific area that is having a detrimental effect to the local community's quality of life, by imposing conditions on the use of that area which apply to everyone.
This proposed PSPO is in response to alcohol related anti-social behaviour in the area and proposes a number of prohibitions to behaviours that are causing harm or distress to people in our borough.

How can I share my views?
A consultation ran between 27 January and 10 March 2025. This has now closed.
What happens next?
The findings from the consultation will be shared with Cabinet in April 2025 and will assist the council in understanding the levels of support for the introduction of the Order.
