Establishment of Permanent Positions within Children's Social Care Service
The decision required is to approve the establishment of 8 permanent Social Worker roles within Children's Social Care Services: 4 x Social Workers in Duty, 2 x Social Workers in MASH, 2 x Social Workers in Children We Look After (CWLA). The posts are currently classed as 'Over Establishment' but have been operational for a number of years due to the ever increasing demand in services required.
The purpose of the report is to gain approval to convert over establishment posts to permanence ones.
How did the over established posts come about? In 2016/17 a Delegated Executive Decision approved the provision of 5 FTE over-establishment posts within the Children's Social Care Division (ref 0002 16/17). This decision was made in order to enable the Division to meet the needs of children and families by timely deployment of staff and to provide continuity of care and support within the context of a challenging market in recruiting and retaining Social Workers The Cabinet Report - dated 20/02/2019 Report was to update Cabinet on the current position in relation to Children's Social Care in St Helens. It was identified that St Helens Council faced a significant challenge in respect of the current standard of service provision within Children's Social Care and quality of performance.
The request is to approve the conversion of over establishment posts to permanent ones in order to support the development of the service as it strives for a consistent, stable and permanent workforce.
If the posts are not created, individual caseloads may increase. Failure to create the established posts may result in a delay in recruitment and there may need to be an increase in the use agency workers with additional costs.
Create the permanent roles so agency use can be reduced. Permanent staff result in stable caseloads and consistency for children and young people.
