Town Centre Movement Strategy - Mott MacDonald Consultancy Services
Approval is being sought for the appointment of Mott MacDonald by direct award via the Warrington Transport Framework (WTF) to deliver a Town Centre Movement Strategy. Motts have delivered the Interim Town Centre Management Strategy. The Town Centre Movement Strategy is a key workstream required to discharge planning conditions relating to two planning applications (for the regeneration of the Town Centre, and for the St Helens Multi-Modal Interchange).
To seek approval for the appointment of Mott MacDonald by direct award via the Warrington Transport Framework to deliver a final Town Centre Movement Strategy. Mott MacDonald has produced the Interim Town Centre Movement Strategy under the Warrington Transport Framework and this commission will represent a continuation of that work. The Warrington Transport Framework permits an extension to an existing contract inclusive of the significant higher cost than the original commission therefore approval is required to utilise this procurement route with regards to Council compliance on values for contract extensions.
The commission requires 4 key workstreams to produce a final Town Centre Movement Strategy, namely: 1. Developing the Movement Strategy; 2. Strategic Modelling of the town centre and wider area; 3. VISSIM modelling of the core of the town centre; and 4. Project Management. Mott MacDonald are the incumbent supplier delivering the Interim Town Centre Movement Strategy of which this commission is a direct follow on to that work. As the incumbent supplier and locally based they have an existing knowledge base for the commission, they have readily available resource allowing a seamless transition from the Interim Town Centre Movement Strategy directly to the final Town Centre Movement Strategy, they have particular skills and expertise required for the project with transport modelling being the most critical, and there is a time pressure to complete a final Town Centre Movement Strategy by end of Autumn to support the regeneration of the town centre and the SHMMI project. Any delay in progressing the commission will impact on construction timelines.
This decision will enable the Director of Strategic Growth to authorise a reassignment of an underspend derived from an earlier commission leading to a required £156,459.27 expenditure for this commission for the appointment of Mott MacDonald to deliver a Final Town Centre Movement Strategy that is essential for delivering effective movement by all modes around the Town Centre and to support the transformational regeneration of the Town Centre.
