Acceptance of an £850,000 Active Travel Fund Tranche 4 allocation from the LCRCA
Summary
Council has previously received £1,390,000 from the LCRCA for ATF4 scheme ‘Lea Green to Whiston Hospital Part 1a’. Due to an underspend by Wirral Council, the LCRCA has approved an £850,000 grant funding award uplift to Council for delivery of 'Part 1b'. Thus with acceptance of the additional funding award and a further local contribution of £125,280 from Councils CRSTS Highways Maintenance Settlement, the entirety of the original complete scheme (Part 1a and 1b) can now be delivered.
Purpose
To seek approval for the acceptance of an £850,000 grant funding award from the LCRCA Active Travel Fund Tranche 4 as an additional allocation by way of a reallocation by LCRCA of their Active Travel. The acceptance of this funding is conditional on the delivery of ‘Lea Green to Whiston Hospital Part 1b’ a 'reserve' scheme that can now be delivered via this fund in addition to the £1,390,000 previously accepted for the delivery of ‘Lea Green to Whiston Hospital Part 1a’ (Elton Head Road Scheme). Local match funding of £125,280 will be provided from Councils existing pre-approved CRSTS Highways Maintenance funding, unlocking £2,240,000 of Active Travel Fund Tranche 4 funding, allowing the completion of the entire scheme (Parts 1a and 1b) costed at £2,365,280.
Background
Council had previously submitted proposals for Lea Green to Whiston Hospital for potential funding by the LCRCA via Active Travel Funding allocation. The scheme was originally divided into Part 1a and Part1b based on available grant funding at the time. Council previously received and accepted £1,390,000 for the delivery of Part 1a. Due to an underspend in the Active Travel Fund Tranche 4 programme the LCRCA has approved the reallocation of £850,000 from Wirral Council to St Helens Council for the delivery of Part 1b (Please see Recommendation 2.1(e) within the attached LCRCA_ActiveTravelCapabilityRating.pdf). A local match funding contribution of £125,280 will be provided by Council from a pre-identified existing approved budget (CRSTS Highways Maintenance) allowing both Parts 1a and 1b to be completed as one scheme as originally intended.
Conclusion
Approval is being sought to accept £850,000 ATF Tranche 4 funding from the LCRCA for the completion of ‘Lea Green to Whiston Hospital Part 1b’ allowing the full completion of works on this corridor due to £1,390,000 grant funding being received prior for the delivery of ‘Lea Green to Whiston Hospital Part 1a’ and by provision of a local match funding contribution of £125,280 from Councils CRSTS Highways Maintenance fund. A previously submitted DED by Highways (Decision Reference 0088 2023/24) recommended the use of the Stockport Framework Agreement for Highways Related Services and the appointment of George Cox & Sons Ltd to deliver the scheme 'Active Travel Route 3 (phase 3) - Elton Head Road' with the intention of mobilisation late summer 2024 with construction completion by Winter 2024.
