Community Asset Transfer - Invitation to Submit Expressions of Interest
St Helens Borough Council is pleased to invite expressions of interest from local VCSE groups to take community ownership of the property known as Broadway Leisure Centre and Playing Fields.
Community ownership is at the heart of the council's commitment to best use of its assets and enables power to be handed directly to communities.
The lease will be granted on a full repairing and insuring basis with St Helens Borough Council. The specific terms of the lease will be dependent upon the nature of the successful bid and will be negotiated with the successful applicant on completion of this process.
Organisations may be invited to work together to deliver services from the premises and we encourage partnership or consortium proposals. We encourage applications from organisations in and around the local area.
Organisations wishing to submit an expression of interest proposal will be required to detail their plans for the centre by completing the expression of interest form.
Each organisation's response should be detailed enough to allow the council to evaluate whether the bid represents good value for money and meets the criteria set out in this document.
Details
Broadway Leisure Centre comprises a sports hall and associated changing rooms with first floor office and kitchen facilities. There are adjacent playing fields with changing rooms forming part of the building but access externally.
There is on site car-parking with lockable access gates. The playing fields have open public access.
The construction is traditionally built diaphragm cavity wall brick faced with a pitched roof of sandwiched metal sheet covering.
The building is currently used for badminton and other racket sports. The playing fields and changing rooms are not in use.
