Young people given chance to build independence

Building independence and confidence of young people with SEND is key to helping them meet their full potential.

That is the focus of a new SEND Transport approach by St Helens Borough Council that will support young people build their confidence to become more independent. Cabinet approved the plans where families can decide to take up the offer of independent travel training that will help young people become more resilient and able to travel.

Jamaila Hussain, Director of Adults and Children Services and Deputy NHS Place Director, said: "Our borough's young people were really clear when we worked with them on our SEND Strategy that they want to be given the opportunity to be more independent. This approach to SEND school transport will give those whose families support them to build their skills safely and promotes confidence and self-esteem, improves access to social activities, supports engagement in education and training and is essential preparation for adult life.

"While for many young people this is a fantastic opportunity we recognise that it won't be suitable for all. So independent travel training is just one of many different options we will be offering to families. This includes alternative ways of supporting families with their school transport needs."

The proposals also include:

·         Approving the introduction of parent/carer financial contributions equivalent to a term time bus pass for young people between the ages of 16-19 years

·         Approving the introduction of a pilot programme providing centralised pick-up points for able bodied children and young people with SEND.

·         Approving the introduction of personalised travel budgets where it is the most cost-effective transport option.

The additional changes would help to support the council in keeping SEND travel services in place for those most in need of support, while addressing the rising cost to transport services as the number of children and young people with SEND has risen rapidly over the last 10 years.
