St Helens Town Centre - Traffic Regulation Orders (TRO) Engagement

As part of the St Helens town centre regeneration project, St Helens Borough Council is undertaking an initial engagement on the TROs required to facilitate the permanent highways layout, post-development works.

What is a TRO?

A Traffic Regulation Order (TRO) is a legal document/process that allows authorities to control traffic flow and waiting areas through restrictions such as speed limits, parking/waiting restrictions, one-way streets, and banned turns.  These orders are used to improve road safety, manage congestion, and provide access for specific purposes, like loading bays and disabled persons badge holders parking. 

What is proposed?

Due to the scale of the redevelopment works there will be a variety of TROs that amend existing orders, or proposed new, to accommodate these works. As part of this exercise, St Helens Council has considered the George Street Quarter due to its proximity to the new development. Below is a summary of TROs to be introduced.

Town Centre Movements: 

Several new areas of parking and loading locations have been created as part of the development, which will act to serve existing and proposed properties as well as accessibility for the public, both during the day and night. To ensure, a safe and cohesive town centre, the management of vehicles through the network has been reviewed, resulting in areas where parking, loading and unloading will not be permitted. As a result of the development works there are changes required to how you will be able to move around the town centre. Changes to vehicular movements are illustrated on the drawing below. 


 

Servicing Routes: 

To ensure businesses and properties around the town centre can be serviced, i.e. loading and unloading, the routing of these vehicles has been reviewed against the town centre development.  The revised servicing routes are illustrated on the drawing below: 

 

Taxi Facilities: 

As part of the final arrangements there will be a requirement to relocate/reintroduce some of the taxi facilities within the town centre. The below drawing shows the existing and proposed ranks in the area.

    What are the stages?

    • Engagement period: A four-week engagement period will be undertaken, and following this a review of any feedback will be carried out.. 
    • TRO 1st Notice: This constitutes the first part of a statutory legal process and will commence with a 21 day period publication on site, and in the local newspaper, of the proposed orders. During this period, you can make representations, in writing, in support or against the proposals. Any objections will be reviewed, and confirmation will be provided on whether this objection will be upheld or not with revisions provided in the 2nd notice, as below.  
    • TRO 2nd Notice: This constitutes the second part of a statutory legal process. A further advertisement will be undertaken, to confirm the final orders to be implemented.  
    • Implementation: This is in the final stage within the TRO process where the orders will be implemented around the town centre, in line with the construction programme.
