Construction Programme

Construction is expected to commence in Summer 2026, with completion anticipated in Summer 2027. 

The works will be delivered by Huyton Asphalt Civils Ltd, acting as Principal Contractor on behalf of St Helens Borough Council. 

Wherever practicable, the main construction activities will take place during off-peak hours between 9:30am and 3:30pm, although some works will be undertaken outside these hours due to the activities being undertaken.  

A construction embargo will remain in place for approximately six weeks during the festive period to support local businesses and retail activity. During this period, traffic management measures will be reduced to the minimum extent practicable. 

Programme dates may be subject to change due to weather conditions, utility works or unforeseen site circumstances. Any significant changes will be communicated through project updates. 

Traffic Management During Construction 

To enable the works to be delivered safely, temporary traffic management arrangements will be required throughout construction. 

These may include: 

  • Temporary lane closures. 
  • Reduced speed limits. 
  • Temporary traffic signals. 
  • Overnight working where necessary. 
  • Temporary pedestrian diversions. 

St Helens Borough Council and Huyton Asphalt Civils Ltd will work closely with residents, businesses, public transport operators, emergency services and other stakeholders to minimise disruption wherever possible. 

Traffic conditions will be monitored throughout construction and managed in line with the project's phased delivery programme. Existing roadside Variable Message Signs (VMS) will also be utilised to provide advance warning and real-time information to motorists regarding traffic management arrangements and planned works. 

Advance notice will be provided before significant changes are introduced.
