Refurbishment of Bath House Changing Rooms, Ruskin Drive, St. Helens
Summary
To approve the award of contract for the refurbishment of the Bath House Changing Rooms, Ruskin Drive, St.Helens to Greenmount Projects Limited
Purpose
To seek approval to the award of contract for the refurbishment of changing facilities at Ruskin Drive to support the extensive sports activities across this site.
Background
By way of a previous Delegated Executive Decision (0082 2023/24) approval was obtained to carry out the necessary repairs to the Bath House Changing Rooms at Ruskin Drive to bring them back into use at a cost not exceeding £400,000.
Accordingly, Property Services have been commissioned to prepare a detailed specification for the refurbishment of the Bath House Changing Rooms with tenders being invited on 31 May 2024, in conjunction with STAR procurement for the delivery of this project.
The closing date for the return of tender was 12 noon 24th June 2024 and the following two submissions were received in accordance with the tender process:

Greenmount Projects Limited £ 393,174.51
Parklands Services (NW) Limited £ 501,065.89
The evaluation of this project was based upon price 65%, Quality 15% and Social Value 20%, (please see attached spreadsheet for details). Whilst the Greenmount Projects submission was considered acceptable, it was recognised that the tendered sum inclusive of fees, would exceed the clients approved budget. after this was completed Greenmount ‘s bid was under consideration, however the clients overall budget. As a result, Greenmount Projects were approached to consider a value engineered scheme in agreement with the client department. Following this review, a revised tender sum of £352,550.20 has been agreed with Greenmount Projects for the delivery of a revised scheme.
It is therefore recommended that the contract for the refurbishment of the Bath House Changing Rooms be awarded to Greenmount Projects Limited at the tender sum of £352,550.20 (please see tender report attached).
Conclusion
The proposed decision to award the contract to Greenmount Projects Limited will ensure the refurbishment of the Bath House Changing Rooms at Ruskin Drive within the clients approved budget and provide appropriate facilities to support a variety of sports activities across this site.
Risk Implications
Failure to progress the project in a timely manner will increase the likelihood of closure of grass pitches if a permanent changing facilities are not provided. This would displace 26 teams who currently use the site.
Measures to Redress Risk
The award of contract resulting in the refurbishment of the Bath House changing rooms will ensure the long term provision of changing facilities on the Ruskin Drive site.
