St Helens Market Sustainability Plan - updated 2023/2024
Local authorities are required to have a market sustainability plans. The Care Act 2024 sets out the definition of market sustainability and places a duty on local authorities to assure themselves and have evidence that fee levels of appropriate to provide the agreed quality of care, and also enables providers to effectively support people who draw on care and invest in staff development, innovating and improvement.
As a local authority with the responsibility for assessing how market sustainability will be ensured and how the market will be shaped in line with other strategic plans, the Market Sustainability Plan demonstrates and articulates how the local authority will ensure this. The Market sustainability plan sets out an assessment of the current sustainability of local care home and domiciliary care markets and the impact of future market changes. The document sets out plans for each market to address the sustainability issues identified.
Section 5 of the Care Act 2014 places market shaping duties on the local authority. A sustainable market is one which has the capacity and capability to ensure that there are sufficient care services so that continuity of care can be maintained and that people have a range of high-quality services to choose from, provided y a diverse range of providers. Market Sustainability Plans (MSP) are required to demonstrate how the local authority will move towards the cost of care calculated as part of budget setting processes. To develop the MSP, the council has conducted an assessment of the local market, using data from CQC, capacity trackers, data sets and local intelligence. A programme of market development has been outlined, in line with the Market Positioning Statement and Adult Social Care Strategy.
In conclusion, it is recommended that the Market Sustainability Plan - updated 2023/24 is published to demonstrate the authorities assessment of the local care markets and its plans to address identified challenges.
Failure to ensure a sustainable local care market, leading to the loss of service capacity or lack of choice of high-quality services for people.
