Acceptance of Active Travel funding from the Liverpool City Region Combined Authority
To seek approval for the acceptance of an £201,500 grant funding award from the LCRCA
£154,000 revenue funding has been allocated to St Helens Borough Council by the Liverpool City Region Combined Authority (LCRCA) to enable us to deliver 'Capability Building Activities' in relation to active travel infrastructure. The funding is to be provided through the Active Travel Capability Fund managed by Active Travel England. The Council has received similar revenue funding in recent years. This grant enables local transport authorities to enable walking, wheeling and cycling in their areas by: • Developing infrastructure policy, plans and designs, public consultation and evidence collection. • Carrying out community engagement activities, such as schools programmes, training and promotion. A Grant Funding Agreement (GFA) has been prepared by the LCRCA which is provided with this Delegated Executive Decision. Although the funding is titled ‘2024/2025’, the expenditure deadline is 30th September 2025, as outlined in the GFA. The GFA also provides a mechanism to transfer £47,500 from the LCRCA to enable the Council to deliver a Residential Cycle Parking Pilot.
Approval is being sought to accept £201,500 funding from the LCRCA to enable the council to deliver a range of interventions to support the delivery of our Local Cycling and Walking Infrastructure Plan.
