Acceptance of Grant Funding Agreements for UK Shared Prosperity Fund
Summary
To accept and sign the four Grant Funding Agreements (GFAs) totalling £1,246,690 of funding comprising the St Helens UK Shared Prosperity Fund programme in 2025/26. The four GFAs are for different strands within the overall programme and are:
Communities and Place - £126,849
People & Skills - £570,000
Place Based Business Support - £490,656
Management & Administration - £59,185
Purpose
The report sets out the background to the acceptance of £1,246,690 of UK Shared Prosperity Fund for the Council that has already been agreed by Cabinet in March 2025, and now recommends the accepting and signing of the relevant Grant Funding Agreements that were not available at the time of the Cabinet report.
Background
The March 19th 2025 Cabinet report already provided the authority and background to accept the full £1,246,690 of UKSPF funding for 2025/26, but had no Grant Funding Agreements prepared at that time. The GFAs are available now, and the terms and conditions in these agreements are acceptable to the Council and in line with previously signed GFAs. Legal have reviewed these and have advised they are acceptable but that it would require this additional Delegated Executive Decision to provide specific authority to sign them.

Conclusion
As the March 19th 2025 Cabinet report already provided the authority and background to accept the full £1,246,690 of UKSPF funding for 2025/26, this report recommends the signing of the now available Grant Funding Agreements (attached) following legal advice.
