Household Support Fund
To approve the Household Support Fund scheme (version 2) and the revised administration arrangements for the scheme.
The report sets out the revised arrangements for administering the Household Support Fund, including the priority groups supported under the local scheme.
The government has provided local authorities with funding, via the Household Support Fund, to provide help to residents who would otherwise struggle to buy food, pay essential utility bills or meet other essential living costs. Local authorities are expected to develop their own local schemes taking into account guidance issued by the Department for Work and Pensions. The previous scheme was approved by Cabinet on 30 June 2022 which also provided delegations to the Chief Executive and the Executive Director of Corporate Services to amend the scheme, should it become necessary, to support any further extension to the fund and to ensure that the grant is fully spent on supporting households in need. Since then, the Household Support Fund has been initially extended by a further six-months for the period 1 October 2022 until the 31 March 2023 with the government announcing a further extension to the 31 March 2024. The scheme has been revised to place greater emphasis on applications from those in need and priority groups for direct (non-application based) support. As a result of a rise in applications and customer of contact it has become necessary to increase resources to administer the scheme.
The report sets out the proposed use of the Household Support Fund to help residents who would otherwise struggle to buy food, pay essential utility bills or meet other essential living costs.
Under or overspending of the grant allocation. Mitigation is provided by way of budget montitoring and direct awards should the grant remain unallocated.
