Closure of PAUSE Programme
Closure of the PAUSE Programme.
To propose the closure of the PAUSE Programme from the 31 March 2023.
Pause works with women who have experienced, or are at risk of, repeat removals of children from their care. It aims to break this cycle and give women the opportunity to develop new skills and responses that can help them create a more positive future. Pause is an intervention programme aimed at breaking this cycle by intervening at a point when the women have no children in their care, creating a space in which women are supported to reflect and develop new skills and responses. It offers an intense programme of therapeutic, practical and behavioural support through an integrated model. Each woman has an individual programme designed around their needs looking at the various elements of their system. PAUSE St Helens has received council funding since 2016 and its current funding arrangement was due to expire on the 31 January 2023, however, this has had to be extended until the 31 March whilst funding options were explored to try to secure the sustainability of the programme and to incorporate the consultation and notices periods of those staff who have been affected.
Due to the reasons set out above the proposal is to cease funding the PAUSE Programme from the 31 March 2023 and the closure of the programme will be effective from this date.
The PAUSE Programme works with vulnerable members of the community. Closure of the programme means that those who have and currently access the service will no longer receive support from PAUSE which could increase their vulnerability. Extensive work has taken place to work with the women who have and continue accessed the programme to assess risk and vulnerability and signpost to other services and agencies who can continue to support the women. In addition, both statutory and third sector agencies have been informed of the closure of the programme for whom the women have and continue to access.
Work has taken place with those people accessing the programme to deliver effective endings and to sign post to other agencies and organisations who are able to provide continued support. Further details of the mitigations take to redress risk are contained within the EIA attached to this proposal.
