School Heating Works

To approve the urgent replacement of heating pipework and associated heating infrastructure at Carr Mill Primary School.
An investigation has been undertaken at the school to identify the cause of excessive water consumption. The investigation has confirmed that the heating pipework, which is located in ducts below floor level, is the source of the leak. In order to reduce water loss in the short term, the heating system is not currently in use. Heating replacement works need to be carried out during the upcoming half-term and summer holiday periods to ensure the heating system is operational for the autumn. The following works are required: - disconnection and removal of existing single-pipe heating infrastructure pipework distribution, pumps, radiators, fan convectors and associated valves / fittings; - installation of new double-pipe heating infrastructure and appropriate modifications to any elements of the heating system that are to be retained; - potential repair / replacement of the existing water main from the school boundary to the boiler house. The works are expected to be completed in two phases. The appointment of a contractor to undertake the works will be subject to the Council's Contract Procedure Rules and will be confirmed by a future decision.
The proposed works are necessary to prevent excessive water loss and ensure that the school has an adequate heating system.
The main risks are that the work is not carried out to a satisfactory standard and that the cost is significantly higher than expected.
The Council has tender processes in place to demonstrate value for money and the technical competence of contractors. Contractor performance will be monitored during the works programme.
