Acceptance of Ministry of Justice Turnaround Funding Grant
The Turnaround Programme funded by the Ministry of Justice provides £55 million to Youth Offending Teams across England and Wales to help to deliver early interventions to young people at risk of entering the criminal justice system. It is proposed that St Helens Council accept the total sum of £245,241.16 from the MOJ for its Youth Offending Service to deliver the Turnaround Youth Crime Prevention Programme between December 2022 and March 2025.
The purpose of this report is to: Setting out the amount of Turnaround Funding the council have received. What the funding aims to deliver (Youth Crime Prevention). The conditions of accepting the grant. The local governance arrangements to ensure the conditions of grant are met and to monitor and assess the impact of the programme.
St Helens Youth Offending Service is currently not in receipt of any dedicated funding to deliver youth crime prevention programmes for children who haven't had any prior direct involvement with the criminal justice system. It is anticipated that by accepting this funding we will be able to deliver direct work as part of a partnership approach with approximately 30 young people a year to help prevent them formally entering the criminal justice system. This funding will also help us to further improve the already impressive performance of the service against the national performance indicator to reduce the number of first time entrants entering into the criminal justice system.
That the Council accepts the Turnaround Funding Grant subject to meeting the conditions set out within the grant agreement and accepting that the Youth Justice Service Partnership Board will provide overarching governance for the resourcing and effective delivery of the programme
Conditions of grant need to be met as a condition of receiving the funding. These will be mitigated by governance oversight of the programme being provided by the Youth Justice Partnership Board which meets on a quarterly basis.
The conditions set out in relation to receiving the Turnaround Funding Grant will be overseen and mitigated by the Youth Justice Service Partnership Board which meets on a quarterly basis.
