Sarah Cowley Building
To designate the use of the Sarah Cowley building to support pupils who require alternative education provision.
To propose that the Sarah Cowley building is designated for use as an alternative education base. This will enable the Council to fulfil its obligations in respect of pupils who have been, or are at risk of being, permanently excluded from school.
The Sarah Cowley building is located at Gamble Avenue on the site of Cowley International College. Various educational support services have operated from the building over time. The Education Welfare Service is currently based at the site. For a number of years, Cowley International College has been permitted to use parts of the Sarah Cowley building to provide educational support to small groups of pupils. This arrangement has been with the agreement of the Council, although no formal lease is in place. The number of pupils who are at risk of being, or who have been, permanently excluded from school is increasing. The Council has a responsibility to ensure appropriate educational provision is in place for all pupils. In addition, some of the existing pupil referral unit accommodation in the borough is not considered to be suitable in the longer term. The Sarah Cowley building would provide a more suitable educational environment. It is proposed, therefore, that the Sarah Cowley building is designated for use as an alternative education base. The Education Welfare Service will be able to access the Council's office hubs without a detrimental effect on the service provided to schools and families. Discussions will take place with Cowley International College as to how the pupils groups that currently make use of the Sarah Cowley building can be accommodated within the school's premises. Part of the current school site is leased to St Helens RLFC and is not used exclusively for educational purposes. Cowley International College is expected to convert to an academy on 1st September 2023. Although the College is seeking the inclusion of the Sarah Cowley building as part of the transfer of land and property to the academy trust, it is proposed that the building is excluded from the transfer and remains with the Council.
In conclusion, it is proposed that the Sarah Cowley building is designated to support pupils who require alternative education provision.
