SUDS - Acceptance of additional TCF Funding
As part of the SUDS package of walking cycling infrastructure improvements, an additional £133,500 of grant funding has been approved by the LCRCA from the Transforming Cities Funding to support additional costs associated with the Markfield Crescent Footbridge Replacement Scheme.
This report presents the justification behind the increased costs of delivery of the Markfield Crescent Footbridge Replacement scheme, which resulted in the additional funding allocated being agreed by the LCRCA from the TCF funding.
The Markfield Crescent Footbridge Replacement scheme comprises the replacement of the existing 1m wide Markfield Crescent Footbridge with a new 3.5m wide footbridge suitable for pedestrians and mounted cyclists. The proposal at business case considered a replacement bridge of the same length, that utilised the existing foundations (with necessary extension/improvement). Site investigations on the Markfield Crescent Footbridge scheme have identified the following key issues: Poor condition of the existing structure: The existing structure has suffered extensive scour ('wash-out') damage beneath one of its foundations, resulting in degradation of its structural integrity. This makes utilising the existing foundation unviable as the structure would continue to destabilise and the problem would be exacerbated by the additional weight of a wider footbridge. The best way to mitigate against this issue is to extend the footbridge beyond the waterline and provide deeper foundations. This has resulted in the length of bridge being extended by 2m. Poor ground conditions: Ground investigations have found ground to be very poor, with an experienced ground investigation contractor advising that shallow foundations would not be suitable and the only viable option being piles. The business case originally assumed an extension to the existing shallow foundations. Accepting the additional funding allows the cost of implementing solutions to these issues to be subsidised.
In conclusion, it is recommended that the additional funding is accepted to contribute towards the cost of the additional footbridge.
