Incorporation of Oflog metrics to PMF and revised PI targets
The proposed decision is the incorporation of 7 Oflog metrics into St Helens Council’s existing performance framework for future monitoring and reporting to Cabinet. In addition, the proposal seeks approval to amend annual targets for 2023-24 and 2 years beyond for 4 performance indicators to ensure the targets are more ambitious following receipt of final outturn data.
The purpose of the report is two fold: Firstly to seek approval for incorporation of the 7 Oflog performance metrics into St Helens Council's performance framework. Secondly to seek approval for revised annual targets for 4 performance indicators that already form part of the Council's existing performance framework 2023-24. Please see supporting document for details of the 7 Oflog performance metrics and the proposed revised targets for 4 performance indicators and rational for their revision.
1. The Office for Local Government (Oflog) was formally launched on the 4th of July 2023 by DLUHC. Its purpose as a new local government performance body is to provide authoritative and accessible data and analysis about the performance of local government and support its improvement. Oflog has set out an initial set of performance metrics around the 4 themes of waste management, adult social care, adult skills and finance. In future it is anticipated that Oflog will announce further metrics linked to other council service areas including education, safeguarding, planning and road maintenance. In the interim however, the focus is on the performance metrics within the initial 4 themes. A good number of the metrics announced by Oflog already form part of the Council’s Performance Framework, however there are 7 metrics which are not currently part of the existing performance framework. Given that the performance of council’s is to be benchmarked and judged against these metrics, it is therefore prudent that the 7 missing metrics are incorporated into the Council’s 2023-24 performance framework and subsequently reported to Cabinet and Overview and Scrutiny committees as and when new data becomes available. A Policy Cabinet session is to be held on the 10th of October to inform members of the Council’s current position vis a vis the Oflog metrics, where potential targets for the measures will be discussed. Please see attachment for details of the 7 Oflog indicators, 2. The Performance Framework and Targets 2023-24 were originally agreed by Cabinet on the 26th of April 2023. The range of indicators and their targets were put forward and agreed based on projected outturn data for 2022-23, as full outturn data was not available at the time. Within the Cabinet report there was an approved decision to ” Delegate to the Chief Executive, in consultation with the Leader of the Council, Executive Directors and Portfolio Holders, the ability to amend and update indicator targets, if necessary, on receipt of final outturn data.” The Performance Outturn Report was subsequently presented to Cabinet on the 19th of July 2023. As is the norm, following receipt of outturn data, annual targets have been reviewed and revised targets for 4 performance indicators proposed. The rationale for revision of the targets is to ensure that they are more ambitious and to build on the final outturn performance for 2022-23 reported in July. Please see attachment for details of the 4 indicators, the proposed revised targets and the rationale for their revision.
The decision to incorporate the 7 Oflog performance metrics and agree the revised targets for 4 existent performance indicators is sought in order to strengthen the Council's performance management framework. Robust and appropriate performance management arrangements continue to be critical to support effective decision making and enable the delivery of the Council’s desired outcomes across the borough and its communities.
