Domestic Abuse Support in Safe Accommodation - acceptance of grant 2023/24 and carry forward of grant balance 2022/23
To approve the continuation of the funding initially allocated for the period 2022/23 into this financial year to maintain the balance for use on approved programmes of support and safe accommodation for victim / survivors of domestic abuse and their families. To accept the grant allocation for 2023/24.
The Domestic Abuse Partnership Board was created in 2022 to provide strategic oversight of commissioning of domestic abuse services in the borough. This followed the enactment of the Domestic Abuse Act in 2021 which contains a number of new statutory duties on the local authority. The Board resolved in February 2023 to carry forward the uncommitted allocation into 2023/24 in order to retain the funding to meet the needs of additional refuge capacity that is expected to be ready for commencement in 2023/24. Permission is requested to carry forward this allocation into 2023/24 in order to meet the future needs of victim / survivors of domestic abuse. On , Government confirmed a further allocation from this fund to local authorities - with St Helens receiving an allocation of £446,489 for 2023/24 - permission is requested to accept this grant allocation for the borough.
The Domestic Abuse Partnership Board has approved the carry forward of the balance of the allocated grant into 2023/24. Permission is requested to utilise this funding during 2023/24 to enable the commissioning of new refuge capacity for the borough. Permission is also requested to accept the grant allocation for 2023/24.
The risk relates to the ability to meet the recommendations of the Domestic Abuse Needs Assessment for the borough. This funding can enable additional refuge units for the borough, offering a place of safety for victim / survivors of abuse. The Needs Assessment highlights the growing demand for refuge provision and proposes additional capacity to meet this need.
Enabling this balance to be carried forward provides commissioners with the financial capacity to secure provision for the coming period, therefore increasing the availability of refuge provision in the borough.
