All Age Carers Strategy September 2023
The All Age Carers Strategy - We want to ensure that carers in our Borough have the help and support they require as they balance the needs of the people they care for and their own. At the same time, we will develop a longer-term approach, focusing on health, wellbeing, and societal changes.
The purpose of this report is to outline the All Age Carers Strategy and supporting action plan; to highlight the importance of implementing the intentions laid out within the strategy and consider the alternatives of not implementing the strategy.
The Council has statutory duties in relation to Carers: The Children’s & Families Act (2014) which advances the government’s commitment to strengthen families and carers, as well as to increase services, opportunities, and choices for disadvantaged children and adults. The Care Act (2014) places a general duty on local authorities to promote an individual’s ‘wellbeing’. This means that they should always have a person’s wellbeing in mind when making decisions about them or planning services. Carers are entitled to a carer’s assessment where they appear to have needs for support. The discretionary policy areas governing our support for carers are: the St Helens Health and Wellbeing strategy from 2018–2023, and the St Helens Borough Council plan are the cornerstones for guaranteeing that the statutory needs of those being cared for and carers are meet. The Equality Impact Assessment has identified a number of areas where Carers are further disadvantaged due to numbers of Carers sharing a protected characteristic and the need to understand teh impact on these in order to better support carers within their role. Other areas identified the need for accessible information and the need to support children and young people who are carers to enable them to balance their caring role, with their educational, emotional and social needs.
In conclusion, the implementation of The All Age Carers Strategy will help to provide a foundation and set our intentions to ensure that carers in our Borough have the help and support they require as they balance the needs of the people they care for and their own. In addition, we will develop a longer-term approach, focusing on health, wellbeing, and societal changes that will result in a positive impact on carers of all ages and backgrounds, and the people that they care for.
