Uplift and harmonise Supporting Living and Supporting People Provider rates 2022-2023
To uplift and harmonise the hourly rates for Supporting People and Supported Living providers who support people living with a Learning Disability and/or Autism. It is proposed to introduce a harmonised rate of £16.50 across Supported Living Services.
The purpose of the report is to agree an uplift for Supported Living Providers for 2022-2023 and also harmonise the current rate paid for Supporting People (via Place Services) to the proposed new rate for Supported Living.
Historically, the hourly rate for Supporting People (SP) funding was aligned to the Supported Living (SL) hourly rate. However, over time the SP hourly rate has not been uplifted at the same rate as the Supported Living and providers are now paid at a variety of hourly rates, which are below the current SL hourly rate. The 2022 -23 SL hourly rate was £16.28 per hour. The 2022-23 SP hourly rate ranged from £13.00 to £15.66 per hour.
After consideration of the alternatives, the recommendation is that the Council harmonise the Supporting People rate to the proposed increased Supported Living rate of £16.50 per hour. It is proposed to backdate this to April 2022. This will provide equity of funding across the Supported Living sector and support market sustainability.
Risk of providers who currently receive Supporting People and Supported Living funding exiting the market locally due to the financial viability of the provision. If this position materialises, it would likely have a negative impact on those people in Supported Living settings across the borough. This could place the Council at risk of reputational damage. This could present a gap in the local market which has an impact on people accessing LD services and also the procurement and commissioning teams who would require additional capacity to source alternative arrangements. Proposed risk mitigation is to introduce a new hourly rate from the 1st April 2022 across SL and SP funding.
