Local Lettings Policy for new Affordable Rent units at former Railway Hotel, Earlstown
To approve a Local Lettings Policy for new build affordable rent accommodation at former Railway Hotel, Earlestown
To seek approval for a Local Lettings Policy that will ensure the best use of affordable housing units in the locality where they have been built. The Local Lettings Policy sets out the allocations criteria for the new units at former Railway Hotel, Earlstown for an initial period of 12 months.
Torus are bringing forward a housing development at the former Railway Hotel within the Newton Le Willows West ward. All of the 15 of these units of accommodation will be delivered as Affordable Rent tenure. A Local Lettings Policy (LLP) is required as a scheme-specific amendment to the Housing Allocations Scheme. The attached LLP once approved will see preference for the apartments given to applicants on the following basis to ensure a balanced community and sustainable neighbourhood whilst increasing the economic diversity within the community. 1 bed Apartments 5 of the 11 apartments will be allocated to applicants who are in full or part time employment, education or training. 5 of the 11 apartments will be reserved with a preference given to applicants who are aged 30 plus and not in full or part time employment, education or training. 1 of the 11 apartments will be reserved for a care leaver who is in employment, education or training. Should this criteria not generate sufficient applicants properties will be allocated in accordance with the standard Allocations Policy process. 2 bed apartments Priority will be given to those people who will fully occupy the property in the first instance. Applicants with one child aged 5 or over are welcome to apply for these properties but it is not suitable for applicants with more than one child due to space/size standards. The above preference will allow for a mix of applicants including those in employment, education or training, to access affordable accommodation in this area who may otherwise not be available to these categories of person. This is consistent with the purpose of Local Lettings Policies to ensure the needs of that locality are met. Section 166A(6)(B) of the Housing Act 1996 enables housing authorities to allocate particular accommodation to people of a particular description, whether or not they fall within reasonable preference categories, provided that overall the authority is able to demonstrate compliance with the requirements of section 166A(3). This is the statutory basis for local lettings policies which may be used to achieve a wide variety of housing management and policy objectives. Consultation has taken place with the Ward Councillors in Newton Le Willows West in respect of the Local Lettings Policy.
Approval of the proposed local lettings policy will allow local people to benefit from the new housing and ensure a mixed community from first allocation.
