To approve the appointment of SEED Architects to support SHBC with the development and delivery of with the Earlestown Rail Station Levelling Up Fund Scheme (Project Management Office).
This complex rail related professional services is to be procured where SHBC do not have the in-house capability and capacity to undertake these services in supporting the Earlestown Rail Station Levelling Up Fund Scheme in progressing the Network Rail PACE, ES3 Stage and through project delivery This scheme is at risk to failure should this work not progress now, due to significant cost and programme delays. SEED Architects come highly recommended by Northern Rail ltd and Network Rail, both are key stakeholders in this scheme. It is noted that SEED Architects were also successful on LOT’s 1&2 of the DfT Professional Services Contract, which adds further credibility to this direct award, while demonstrating value for money. This Framework identified is only available to PTE's and TOC's, on this occasion Mersey Travel do not have capacity to support with this procurement activity.
This decision will enable the Executive Director of Place to authorise £ £151,970 excl VAT expenditure in relation to the Earlestown Rail Station Levelling Up Fund Scheme. It will support SHBC in allowing the project to progress into delivery.
