Local Letting Policy for new housing development at Manor Street
Establish a local lettings policy for 46 homes for affordable rent at Manor Street
To seek approval for a Local Lettings Policy which will support the creation of a sustainable community and give priority to existing local residents for first lettings of new homes at Manor Street.
A new development of 46 homes has been developed by Your Housing Group. The first 8 of these homes are now ready to let and the remaining homes will be completed and let over the coming 12 months. In agreement with the housing association, a local lettings policy (LLP) will help ensure that the homes are let to people with a range of housing needs, by setting a quota of letting from different Bands from the council's allocation scheme. Homes will be let via the choice based lettings system, Under One Roof, with the addition of the LLP. Within these bands, priority will be given to people with an existing local connection to the ward of Peasley Cross and Fingerpost. One apartment will also be allocated to a care leaver under 25 supporting the council's policy towards care leavers. The LLP will be reviewed after 12 months. The mix of homes on the development is shown below and it is proposed that they will be allocated to the following bands of applicants 8 x 1 bed apartments - 4 to Band A/A* 2 to Band B/B* and 2 to Band C 8 x 2 bed houses - 4 to Band A/A* 2 to Band B/B* and 2 to Band C 16 x 3 bed houses - 8 to Band A/A* 4 to Band B/B* and 4 to Band C 14 x 4 bed houses -7 to Band A/A* 4 to Band B/B* and 3 to Band C The Housing Act 1996 (amended by the Homelessness Act 2002) requires housing authorities to have a housing allocation scheme. The Act also allows local authorities to allocate some properties to particular groups, other than those given reasonable preference in the allocation scheme, where there is a clear reason for doing so and this does not dominate the overall allocation policy. The LLP has been shared with the ward member and an Equality Impact Assessment and Armed Forces Covenant Duty Impact Assessment completed.
Approval of the proposed local lettings policy will allow local people to benefit from the new housing and ensure a mixed community from first allocation. The policy supports a number of the council's objectives.
