Approve the fee and initial works cost breakdown for the St Helens Phase 1 Regeneration Programme
Agreement is sought to the variances and breakdown of fees and initial costs for the St Helens Phase 1 Regeneration Programme, to cover the required next steps in terms of the RIBA Stage 4 design, Pre-contract services agreement (PCSA) and delivery of sub-stations and related power infrastructure works. These fees and costs are contained with the budget envelope which was agreed at Cabinet on 13 September 2023.
To seek agreement to the fee and cost breakdown with respect to the St Helens Phase 1 regeneration programme for : - RIBA Stage 4 design fees - Pre-contract services agreement (PCSA) costs, and - substation/electrical infrastructure works This decision follows the recommendation agreed at Cabinet on 13 September 2023 to: Delegate authority to the Executive Director of Place (in consultation with the Cabinet Member for Regeneration and Planning and the Section 151 Officer) to authorise up to £1.5m expenditure from within the overall budget to enable progression to final design including the commissioning of Phase 1 to RIBA stage 4 (Technical Design) stage, any necessary costs to secure energy for the site and to underwrite the costs of the pre-contract service agreement. Agreement to this decision will enable contractual commitment to be made with Vinci as principal building contractor and enable progression of the RIBA Stage 4 design work by the consultant team.
This decision will enable the Executive Director of Place (in consultation with the Cabinet Member for Regeneration and Planning and the Section 151 Officer) to authorise up to £1.5m expenditure from within the overall budget to enable progression to final design including the commissioning of Phase 1 to RIBA stage 4 (Technical Design) stage, any necessary costs to secure energy for the site and to underwrite the costs of the pre-contract service agreement. This is in accordance with the agreed Cabinet report of 13 September 2023.
This decision will enable the Executive Director of Place (in consultation with the Cabinet Member for Regeneration and Planning and the Section 151 Officer) to authorise the required expenditure of up to £1.5m to progress the required RIBA Stage 4 design fees as a necessary next step in bringing forward the Phase 1 regeneration programme to delivery stage. This decision will also enable the commissioning of necessary costs to secure energy for the site (through the creation on a new sub-station) along with underwriting pre-construction agreement (PCSA) costs. This is in accordance with the agreed Cabinet report of 13 September 2023.
Delay in agreeing the Stage 4 Design Fees and the PCSA and Sub-station costs would result in delays to programme delivery which would generate additional cost implications to the Council. This is mitigated through completion of this Delegated Executive Decision.
Signing of the Delegated Executive Decision will address this identified risk.
