Parr Neighbourhood Hub - RIBA Stage 2 Study
To work with the English Cities Fund to develop a RIBA Stage 2 Study for Parr Neighbourhood Hub and Rugby League Facility.
The Council has an ambition to work with St Helens Rugby League Club and other strategic partners to develop a community hub in Parr that will both meet the communities needs in terms of Community Sport, Physical Activity, Health Interventions, Lifelong Learning, and access to other Council Services whilst also meeting the training and some competitive needs of the professional rugby league club. The Council commissioned BDP to develop a series of options presented as a Stage 1 RIBA report. These options varied in cost both in terms of their capital costs and then subsequent revenue required to operate them. The aim is now to move to RIBA Stage 2 and determine a facility mix that meets strategic and latent demand at an affordable cost and except for the swimming pool where the Council recognises the need for a subsidy, all other elements of the building can operate at, as a minimum, full cost recovery or ideally a surplus that can offset the running costs of the pool. RIBA Stage Two Report will contain: • RIBA Stage 02 Design • RIBA Stage 02 Cost Estimation • RIBA Stage 02 Programming, Risk and Considerations • RIBA Stage 02 MEP and Sustainability Modelling • RIBA Stage 02 Concept Design Report: • RIBA Stage 02 Outline Business Case: Including the development of a tangible proposition/description for the proposed capital investment and recommendations to inform further development of the business case.
The appointment of English Cities Fund as Strategic Regeneration Partner was agreed by a meeting of the Council's Cabinet on 23rd December 2023 It is recommended to include the Parr scheme on the portfolio of projects being managed by ECF as they have a strong regional and national reputation and excellent links with potential capital funders. In addition to this they will be using large International Practices to advise on the scheme will strengthen the quality and reliability of the information provided at RIBA Stage 2 that will be used to secure capital funding. There involvement will hopefully generate trust and confidence with potential funders. Finally they also propose to engage BDP as principal designers thus giving continuity with Phase 1 of the project.
The appointment of ECF allows the Council to add this scheme to the other regeneration projects being managed by ECF on behalf of the Council, and this appointment can be contained within the £650k budget agreed at Cabinet.
ECF fail to deliver a robust Stage 2 Report
The scheme will be managed in accordance with the Governance arrangements in place for the Regeneration Partnership.
