Additional design work for Active Travel Route 2 Jubits Lane
To provide a direct award to Flinders Chase to undertake detailed design work for two missing sections of Active Travel Route 2 – Jubits Lane.
To approve the appointment of Flinders Chase to develop and complete detailed design work for two ‘missing’ sections of Active Travel Route 2 – Jubits Lane. This includes detailed design for a section of the corridor between Warrington Road and Bell Lane, and feasibility, outline and detailed design for a section of the corridor from King George V Playing Fields to the Clockface roundabout).
Flinders Chase have previously been appointed by St Helens via the Merseytravel Framework to complete design work for Active Travel Route 2 - Jubits Lane (as well as Active Travel Route 1 and Active Travel Route 3). There are two ‘missing’ sections on Active Travel Route 2 – Jubits Lane as described above where a designed solution is required. These two sections were to be developed in the previous appointment however a decision was taken at the time as the scheme was being developed to initially pause development of the two sections. This was at Halton Borough Councils request as they, at the time, had yet to start developing proposals for the continuation of the active travel corridor within their boundary. Halton appointed Flinders Chase and have now completed detailed design work for the continuation of the Active Travel Route within Halton’s boundary on Wilmere Lane through Birchfield Road to Widnes Station. The completion of the two missing sections as described above will therefore deliver a complete detailed design for Active Travel Route 2 – Jubits Lane including through to Widnes Station in Halton. Flinders Chase has completed all work so far on Active Travel Route 2 within both St Helens and Haltons boundary and would previously have also completed work for the missing sections now requiring development had work not needed to be paused at Halton Borough Councils request. It would be prudent to retain the services of Flinders Chase to complete the two missing sections within St Helens and thus the completion of the Active Travel Route 2 – Jubits Lane corridor. This commission for the development of the two ‘missing sections; would complete Active Travel Route 2 design work already undertaken by Flinders Chase in St Helens and Halton. It is recommended to provide a direct award to Flinders Chase to allow completion of the two missing sections as described. A total fixed price of £334,874 has been quoted by Flinders Chase. This is further broken down later in this DED.
This decision will enable the Executive Director of Place to authorise £334,874 excl VAT expenditure in relation to the completion of two missing sections of the Active Travel Route 2- Jubits Lane corridor. This will support St Helens (and Halton) in allowing the full corridor detailed design to be completed.
