SHMMI Programme Management Consultancy Services - Ubique Risk Management Ltd
Under decisions ENVP003041 and ENVP00337, programme management consultancy support was secured for the transformational St Helens Multi-Modal Interchange (SHMMI) programme. Council is now seeking replacement consultancy, necessary to ensure the success of the SHMMI programme and that yields further benefits by way of securing significant value for money whilst providing a local high quality and technically skilled long-term programme management lead.
To seek approval for the appointment of a replacement Programme Manager for the SHMMI programme. The nominated Programme Manager from Ubique Risk Management Ltd is a local resident within the City Region, and is highly qualified with considerable experience in the (ongoing) delivery of significant projects in St Helens and elsewhere, such as the £59m Parkside Link Road, the £7m Windle Island Junction Improvement Scheme, and a £160m package of highways works for another Local Authority. The appointment would secure significant savings when compared to recent programme management appointments for the same role, and has potential to secure even greater value for money than the cost indicated, via the provision of an assistant project manager on a lower day rate to be interchanged with the programme manager on certain tasks where agreed with Council. Given the importance of the SHMMI Programme for the Borough it is vital that a highly qualified technical programme management lead is secured particularly at this critical juncture in the programme.
The SHMMI Programme is a complex project moving at pace with many important stakeholders and partners involved, thus it is necessary to secure an effective programme management lead who can operate successfully in this role to ensure that the SHMMI programme remains on track and a high quality outcome is achieved. The current Programme Management consultancy appointment will complete next month and it is therefore vital that a replacement programme manager is expediated thus allowing a period of handover to the new locally based Programme Manager, ensuring the pace of delivery remains on track. The replacement Programme Manager consultancy offer put forward provides significant cost savings on recent and other comparative programme management roles secured by Council. It is recommended that the Bloom Procurement Service Framework is utilised for this appointment. There is a 5% management fee that Ubique Risk Management have indicated they will absorb. The suggested initial 12 month contract plus optional extensions to the 31st March 2027 is recommended to allow for regular contract reviews to be undertaken and to accommodate the expected SHMMI programme delivery timeline wherein works on site are expected to be complete by September 2026 with the suggested 31st March 2027 contract end date recommended in the event there are unforeseen issues that cause programme slippage and/or to accommodate various post construction tasks to complete. In the event that all tasks are completed before 31st March 2027 then the contract will include a provision to allow early termination with a notice period.
This decision will enable the Director of Strategic Growth to authorise £161,200 expenditure per annum (£151,200 expenditure as per attached quote and a provision of £10,000 for travel and sundries pertaining to the project if needed and subject to prior approval) from a pre-approved existing budget (with a quote already inclusive of a 5% Bloom Procurement Services Framework Fee) and with potential for the expenditure to be even lower where an Assistant Project Manager at a lower day rate is utilised in place of the Programme Manager on certain tasks where agreed by Council) for the appointment of Kate Farnell, a Programme Manager from Ubique Risk Management Ltd on an initial 12month contract with optional extensions to 31st March 2027, to provide a high quality and technical local programme management service to the SHMMI programme and to be interchanged with an Assistant Project Manager on certain tasks where agreed by Council.
