Title
To approve and authorise signature of Peasley Cross Roundabout, Grant Funding Agreement for £2.048m
Summary
On 23 October 2024, Cabinet approved acceptance of £2.048m capital grant funding from the Liverpool City Region Combined Authority for Peasley Cross Roundabout project.
Approval was granted for delegated authority to relevant Council officers to execute all necessary agreement(s) pursuant to the successful delivery of the project. Approval is sought under delegated authority for the acceptance of the Grant Funding Agreement and signature by the relevant authorised officers.
Purpose
This Delegated Executive Decision (DED) seeks to formally accept and authorise signature of a Grant Funding Agreement with the Liverpool City Region Combined Authority (LCRCA) for £2.048m capital grant funding for the delivery of the Peasley Cross Roundabout improvement project.
The Grant Funding Agreement, which has been developed in partnership with the LCRCA, confirms the scope of the improvements works and the method for claiming eligible costs to date and on a continuing basis. The terms and conditions in the agreement are intended to ensure that the grant is used for the purpose for which it is awarded.
Background
At its meeting on 23 October 2024, Cabinet approved the acceptance of a £2.048m capital grant funding award from the Liverpool City Region Combined Authority’s (LCRCA), City Region Sustainable Transport Settlement (CRSTS) for the delivery of the Peasley Cross Roundabout improvement project.
Cabinet also approved granting of delegated authority to the Executive Director of Place Services (in consultation with the Director of Legal & Governance and Director of Finance/Section 151 Officer) to execute Grant Funding Agreements with the LCRCA pursuant to delivery of the project.
The Peasley Cross Roundabout improvement scheme relates to the 5-arm junction (comprising Peasley Cross Lane, Parr Street, Linkway East and Phoenix Brow) located to the east of the town centre. The current layout has limited and poor-quality provision for people that are walking, wheeling and cycling. It has been identified as a major area of severance for sustainable trips to and from St Helens town centre and beyond. The intervention will enable active travel movements by providing controlled pedestrian and cycle crossings alongside complementary improvements.
The total project cost is estimated at £3.374m. The Council has previously received £1.176m funding for this scheme from the LCRCA, provided from Active Travel Funding, Tranche 3 (Capital Funding). This was accepted by Cabinet at its meeting on 22 June 2022 (Highways Capital and Revenue Programme). Revised scheme costs were presented to LCRCA and an additional (£2.048m) City Region Sustainable Transport Strategy capital funding was approved by LCRCA to ensure full project delivery.
Conclusion
This Delegated Executive Decision (DED) seeks approval for Council to enter into a Grant Funding Agreement with LCRCA, accepting capital grant funding award of £2.048m from the City Region Sustainable Transport Settlement for the Peasley Cross Roundabout Improvement project in accordance with Cabinet's approved recommendations on 23 October 2024.
The approval of this DED is also in line with the approval granted by Cabinet to delegate authority to the Executive Director of Place Services in consultation with the Director of Legal & Governance and Director of Finance/Section 151 Officer to execute Grant Funding Agreements with the LCRCA pursuant to delivery of the Peasley Cross Roundabout improvement project.

A detailed project risk register has been produced in partnership between the Council, English Cities Fund (ECF) and the principal designer, and principal construction partner Vinci Building Ltd and their project team.
