Highways and Infrastructure Service Standards

The Highway and Infrastructure Service Standards (PDF, 419 KB) provides key delivery standards for St Helens Highway and Infrastructure Services inline with our Highways infrastructure asset management strategy 2022-27 (PDF, 26 MB). Our service standards are reviewed regularly and updated as the service changes. 

The Highway and Infrastructure Services are committed to maintaining and improving the borough's road networks, not only to provide safe and resilient links for people to travel around our borough and support growth but also to provide a suitable environment in which people can safely live, work and visit.

The Highways Act 1980 places a duty on us, as the local Highway Authority, to maintain the public highway network in a condition that is safe for users. The public highway network includes all adopted roads, footpaths and verges. It does not include un adopted or privately owned roads.

In order to keep the highway in a safe condition we regularly inspect our network in accordance with the current Code of Practice for Highway Maintenance.
